Original Building HVAC Improvements

HEAPY designed a modification to 29 unit ventilators the holding areas of the original jail building to improve heating, cooling and air ventilation to the holding cells. Fresh air was suppled from three new Dedicated Outdoor Air System (DOAS) located on the roof. Air distribution was maintained on each space via modifications to the existing Unit Ventilators. New supplemental cooling was provided by a Variable Refrigerant Flow (VRF) heat pump system capable of heating some zones and cooling other zones simultaneously. Security was maintained by running exterior ductwork and refrigerant piping and conduit chases on the back side of the building to each floor.

Boiler Replacement

Designed replacement of the two existing boilers with six to eight smaller condensing (95% efficient) boilers including modification to the distribution system in the penthouse to accommodate multiple condensing boilers. The new boilers, although greater quantity, required no increase in space footprint. The boilers specified had the capability to operate at much higher efficiencies, and also provided greater flexibility and redundancy in the operation of the heating plant. Project also replaced the existing constant flow piping system with constant flow primary – variable flow secondary pumping. This pumping system now allows the secondary pumps to reduce energy usage based on the demand.

Generator Replacement

Replaced the existing, 25-year-old, 600KW generator with new 800KW generator to allow for expansion of the electrical system and to maintain an 80% run capacity based upon existing load information.

FIRE ALARM REPLACEMENT

The new fire alarm replacement system was integrated into the planned new detention control system.  It now provides contact closures for each alarm area, each of the alarm types and trouble alarms.
A communication link was also provided to the detention control system.

Unit Ventilators and Fan Coil Replacements

The project replaced all the unit ventilators and fan coils located in the inmate holding area, along with replacement and re-installation of all main hot water and branch piping, installation of new chilled water main piping and branch piping, and all associated isolation valves and DDC control design work.
