HEAPY led an OPR Work Session to establish the success criteria and guiding principles for the HVAC renovation project at Ohio County Courthouse in Wheeling, West Virginia. The HVAC systems were completely replaced, along with the main electrical infrastructure, lighting, and County network that served the 96,000 SF building. It was imperative that the design would allow for phased construction so that the facility could remain operational. The Ohio County Commission’s overriding goal was to provide an exceptional property that demonstrates high-performance building strategies and to set an example of adaptive reuse for the region. The project sought to provide a healthy indoor environment, reduce energy usage, integrate SMART building technology, and reduce long-term operational and maintenance costs.
The Ohio County Courthouse Civic Center is comprised of the following services: 911 Dispatch, Wheeling Police Department Courtrooms, Health Department, Finance Department, County Commission, Water Department, Engineering Department
HEAPY provided comprehensive MEP and technology engineering services, including assessment, planning, design, construction bidding, and contract administration. Multiple HVAC systems were analyzed, with a water source heat pump system (WSHP) with dedicated outside air systems (DOAS) chosen for its efficiency and ability to accommodate phased construction. Integration of automation, communications, and networking was also a key aspect of the project.
